Yes that's a Golden Eagle, and yes they can flip their head ALL THE WAY OVER. Taken at Raymond Barlow's Birds-in-flight workshop near Toronto, Canada. I was told by the Canadian Raptor Conservancy that all raptor's eyes are internally processed someplace between the eyes and the brain split in two hemispheres, the top half sees better than the bottom, so when I walked up to this fellow, he flipped his head all the way over to get a better look at what I was doing. Cool huh?
