yes, it's HDR technique. But most of the work is done in PS after the HDR is already processed. So it's possible to work with masks and denoise only parts where it is necessary.
To reduce noise you should extend your HDR sequence to at least 5 single shots. 3 like you do normally and additional 2 more underexposed. It's not a noise killer, but it helps.
