This fellow wasn't shy and let us walk right up to him on a beach near Homer, Alaska. It's often difficult to determine why kind of bird you're looking at when they haven't fully reached maturity. A few have suggested that this is bald eagle reaching maturity. Bald eagle do not have the characteristic white head at adolescence and more closely resemble golden eagles. As they mature, they molt their golden feather and replace them with white ones. When this occurs, the eagle will actually shrink in size, becoming smaller than when it was younger.
