Cool Max - I always think rain adds extra interest to an image. The best advice that I have is take some courses, learn about aperture, exposure, shutter speed, white balance, etc. It's great that you have a passion for photography and at such a young age. Things can only get better :)) There is always so much to learn and capture otherwise everyone would be bored :)) Keep up the good work.
