The photo is a 3 exposure HDR, to capture the lights in the windows and the dark interior. The HDR is used to get an even and proper exposure, and not so much as an effect by itself.
HDR processed in Photomatix. You have to do more retouch afterwards, as Photomatix typically produces a very soft and a bit flat image. The real work just starts then.
