The Federal Works Progress Administration (WPA) built three tunnels in Portland between 1939 and 1941. The West Burnside Tunnel and NW Cornell Road tunnels improved traffic through the Portland West Hills by straightening the roadways and removing steep grades. This is a photo of the first of the two NW Cornell Road tunnels - Tunnel 1. It was built in 1940 as is says on the stone masonry portal. It is 500 feet long.
